Training and simulation for the police

Our collaboration partner RVO is organizing an Innovation Impact Challenge under the CIIIC framework to deploy IX for the Dutch Police.

This Challenge seeks innovative solutions that contribute to more effective crime fighting and more efficient work processes. IX can help police officers prepare more quickly, effectively, and flexibly for ever-changing circumstances. For more information, read this RVO information page.

Objective of the Challenge

Police work is constantly changing due to societal and technological developments. IX can contribute to this by:

  • Agile and adaptive learning and preparation: IX solutions that allow police officers to train and practice more quickly, effectively, and flexibly.
  • Police actions in new realities: IX solutions that support and optimize operational work in real-time.

The Dutch Police offers itself as a test environment for the development of the selected products and services.

Process and planning

The Challenge consists of a preliminary round and two phases:

  1. Expression of Interest (EoI) – submit your idea.
  2. Phase 1: Feasibility study – budget per feasibility study: max. € 25,000 (incl. VAT).
  3. Phase 2: Development & testing prototype – budget per project: max. € 200,000 (incl. VAT).

IIC 2: IX for the Dutch Police Active

AI-Avatar

Police officers are continuously confronted with unexpected situations in which they must act quickly, provide assistance and gather information. Realistic training is essential for this, but expensive, time-consuming and difficult to scale. With an AI avatar – a digital, human-like figure driven by artificial intelligence – officers can practise realistic scenarios using VR headsets. The avatar flexibly switches between roles such as suspect, witness, victim or colleague, and responds naturally to the officer. This allows officers to train their communication, judgement and decision-making in a safe, lifelike environment. This makes practising unpredictable situations more effective, more efficient and easily scalable.

AR Assistant

AR Assistant is the innovative application for AR glasses that can be used by police officers to visualise data sources as optimally as possible during daily operational activities. Thanks to the AR Assistant, officers can act quickly and effectively when needed. By simply putting on AR glasses, the officer is supported by notifications, alerts, predictive policing and number plate recognition. Safety on the streets and in public spaces is increasingly high on the agenda for government, municipalities and public institutions. The Dutch Police is an essential link in this. The police must stay up to date and carry out their work more efficiently so that they can continue to effectively combat contemporary crime.

ASA (Augmented Situational Awareness assistent)

ASA is an augmented reality assistant that supports police officers with direct and contextual information in their field of vision via AR glasses. Think of visual markers for exits, colleagues, vehicles or danger zones, plus subtle warnings for approaching persons outside the field of view. In situations with smoke or poor visibility, ASA improves orientation through image processing. At the same time, the officer can share live footage with the control room for better coordination. This feasibility study examines whether ASA is technically feasible, practically deployable within the police organisation, and whether it contributes to safer, faster and better-informed action by officers on the street.

CGI Indoor Explorer

CGI Indoor Explorer provides situational awareness during emergency responder operations by using IX to create one integrated shared view of the situation, in real-time and in 3D. Emergency responders are equipped with a 3D sensor that tracks their position and maps their surroundings. This view is monitored remotely in real-time. This offers value for the police and thus for the Netherlands. CGI Indoor Explorer is being developed at CGI as an innovation project. This feasibility study examines the commercial opportunities of this innovation and its operational value for the Dutch National Police. The aim is to narrow the gap between innovation and actual deployment.

Handsfree Intelligence: De Mixed Reality Gedachtenkamer voor de Tactische Recherche

An AI-driven Mixed Reality application that supports tactical detectives in real time during investigation, scenario thinking and administrative tasks at a crime scene. The application combines MR and artificial intelligence. In doing so, it offers investigators a "thought room" in which they can visualise, mark and analyse evidence. This reduces the administrative burden and improves the quality and speed of investigative processes. This contributes to more efficient law enforcement.

Multifunctioneel AR-systeem voor Real-time Visuele herkenning

The system uses AR glasses with built-in cameras and powerful AI to automatically recognise number plates, vehicles and personal characteristics from the agent's field of vision. This makes the system particularly suitable for deployment within the TBB, TBP and forensic investigation domains. Agents can also use the system for operational tasks on the street, where real-time recognition adds crucial operational value. Information is projected directly and visually into the glasses, allowing agents to work hands-free. Operation takes place via subtle hand and eye movements or app integrations. This enables rapid recognition and decision-making during surveillance, incidents and traffic checks, whilst maintaining continuous situational awareness.
